Russian military forces significantly escalated round-the-clock drone and missile strikes across Ukraine following a secret mission to Moscow by CIA Director John Ratcliffe. The Kremlin reportedly interpreted U.S. diplomatic overtures urging peace as a sign of American weakness, prompting Moscow to increase military pressure on Kyiv rather than seek a diplomatic resolution.
During the unannounced visit, Ratcliffe met with Federal Security Service (FSB) Chief Alexander Bortnikov to convey that prolonged war would severely erode Russia’s long-term economic and military standing. “The message was: Things are not going well for you. It’s time to talk… because it’s going to be even worse for you in six months,” a source familiar with the discussions revealed.
However, the strategy backfired as Kremlin leadership viewed the warning as a desperate bid to halt Russian momentum. Immediately after the meetings, Russian forces launched intensified air barrages targeting Ukraine’s power grid, water supplies, and logistics networks, with Putin publicly declaring, “I have no doubt that the enemy will crumble.”
The Kremlin remains committed to a winter war of attrition despite severe domestic economic friction—including a mounting budget deficit reaching $74.4 billion and severe gasoline shortages caused by Ukrainian refinery strikes. Moscow continues to demand the complete withdrawal of Ukrainian troops from Donbas as an unnegotiable precondition for peace.
With U.S. special envoys Steve Witkoff and Jared Kushner slated to visit Kyiv and Moscow on September 6, Washington has requested a temporary lull in strikes on Russian energy targets to safeguard the fragile diplomatic window.
